feat: lifetime elision, tooling CI, registry, and LSP locals

Ship the QUALITY_PLAN stretch from ownership through ecosystem: C.1
lifetime elision (bootstrap + selfhost), bux fmt/test/doc CI hooks,
stdlib goldens, package registry (bux search/add), and LSP 0.4
position-sensitive locals with inferred let types. Full-tree format
pass plus Map/Set remove double-free fix.

- rt/runtime.c: +346 lines OpenSSL crypto primitives (SHA-1/384/512, HMAC, Base64URL, AES-CBC/GCM, RSA, ECDSA, Ed25519)
- apps/nexus/: multi-threaded HTTP/1.1 + HTTP/2 detect + WebSocket server
- apps/jwt-pitbul/: JWT CLI tool (sign, verify, decode, keygen)
- apps/boko-framework/: FastAPI-inspired async web framework
- test_crypto/: crypto library test suite (23 tests)

- Remove _selfhost/ (built into build/selfhost/ now)
- Update all path references (Makefile, cli.nim, cli.bux, docs)
- Bump version to 0.3.0
